Non-Contributory Regime Pension (CCSS): for those who have never contributed

The Non-Contributory Regime (RNC) is a welfare **pension** — it does not require ever having contributed to the CCSS. It is for people in extreme poverty who do not have and will not be entitled to a pension from the contributory regimes (IVM or others). It is administered by the CCSS and is financed with FODESAF funds.

**Who can apply?** Any of these categories:

People aged **65 or over**.
People with **disabilities** (loss of capacity of 67% or more).
Widows in a condition of economic hardship (with additional requirements of age or dependent children).
Orphaned persons under 21 years of age (with study requirements).
People in a situation of indigence/homelessness.

**General requirements:**

To be Costa Rican by birth or naturalization.
To be in a condition of **extreme poverty**, verifiable through the Social Information Form (FIS) of SINIRUBE.
That no other member of the family core already receives the RNC.
Not to have another pension (contributory or non-contributory).
The per capita income of the family core must not exceed the amount of the pension.
Not to have properties in one's own name, except for the home where one lives (with an area limit: 400 m² in an urban zone, 1,000 m² in a rural zone).
To demonstrate that you do not have family members who can help you economically.

**Benefits**: a monthly payment (the exact amount is set by the CCSS and changes periodically — confirm it directly when applying, do not assume a figure), health coverage as a pensioner within the CCSS, and the Christmas bonus (thirteenth month).

**Where to process**: at the Pension Management Area of the Non-Contributory Regime, at the CCSS central offices or at any of its administrative branches (there are more than 80 throughout the country) — it is processed at the one closest to your place of residence. Key document: the "Sworn Declaration of Life Condition" form.
