The Non-Contributory Regime (RNC) is a welfare **pension** — it does not require ever having contributed to the CCSS. It is for people in extreme poverty who do not have and will not be entitled to a pension from the contributory regimes (IVM or others). It is administered by the CCSS and is financed with FODESAF funds.

**Benefits**: a monthly payment (the exact amount is set by the CCSS and changes periodically — confirm it directly when applying, do not assume a figure), health coverage as a pensioner within the CCSS, and the Christmas bonus (thirteenth month).
**Where to process**: at the Pension Management Area of the Non-Contributory Regime, at the CCSS central offices or at any of its administrative branches (there are more than 80 throughout the country) — it is processed at the one closest to your place of residence. Key document: the "Sworn Declaration of Life Condition" form.
